National Development Framework

Tanzania’s overall development framework and long-term social and economic development goals are laid out in the National Vision 2025 and Zanzibar Vision 2020. The National Poverty Eradication Strategy (NPES) provides the framework for guiding development, and poverty eradication efforts. While the medium-term objectives for Mainland Tanzania are guided by the National Strategy for Growth and Reduction of Poverty (NSGRP) or MKUKUTA, the Zanzibar Strategy for Growth and Reduction of Poverty (ZSGRP), MKUZA, does the same for Zanzibar.

Both MKUKUTA and MKUZA, second-generation poverty reduction strategies, are outcome based. MKUKUTA focuses on three broad clusters: growth and reduction of income poverty; improvement of quality of life and social wellbeing; governance and accountability. Similarly, MKUZA focuses on three clusters: growth and reduction of income poverty; improvement of social services and well being; and good governance and national unity.

The strategies are fully linked with the Millennium Development Goals, results-based management, and count on the contributions of all sectors and cross-cutting issues from HIV/AIDS, gender, environment and employment, to growth and poverty reduction. Using the country’s development framework the Development Partners Group (DPG) works to promote aid effectiveness and the mechanisms of managing aid, including coordination and cooperation among the various stakeholders supporting the national efforts. A number of sector/thematic coordination groups have been formed to work on both macro and sectoral issues.

With both the MKUKUTA and MKUZA coming to an end in June 2010, joint efforts among the government of Tanzania, development partners and non-state actors are currently working towards defining a review process of the MKUKUTA/MKUZA, which leads into a process of development a new poverty reduction strategy for Tanzania by July 1st 2010.
