Financing of studies:
The cost required for the studies for the MKUKUTA review is 1,579,085 USD. The amount of available resources is 500,000 USD, and consists of the following components: GoT contribution (300,000 USD), and MMS Pool/TA Facility (app. 200,000 USD). This leaves a funding gap of app. 1.100,000 USD for the MKUKUTA part.

The funding gap has been met in terms of pledges, however contracts need to be finalised per October 1st to allow for timely disbursement, procurement and execution of studies.

Two modalities of funding is essentially available:
a) contribution to the MoFEA channeled through the DPG Secretariat (un-earmarked);
b) funding to a particular study (earmarked). DPs have been requested to indicate the amount of financing availability and the preferred modality to the DPG Secretariat as soon as possible (niels.knudsen(at)undp.org).

Procurement Process:
MoFEA has requested GoT Leads (MDAs) to proceed with the selection of suitable candidates (consultants/institutions) to undertake the studies for the MKUKUTA review. The preferred option for procurement is single sourcing.

Lead agencies (MDAs) together with DPs are asked to propose consultants to MoFEA through the MKUKUTA Secretariat. It was agreed that identification of consultants shall be done at sector WG level.

The proposed candidates will be reviewed and ranked by the Evaluation Committee, which consists of MoFEA staff members, but is also open to other members. Clusters were urged to propose candidates with relevant thematic expertise for the Evaluation Committee.

Final approval of consultants will be made by the Ministerial Tender Board (MTB). The contract will be signed between MoFEA and the consultants. However, studies, which are directly funded by Clusters (e.g. the Ministry of Water), can go ahead with procurement without GoT approval.

DP earmarked funding which result in DPs undertaking the procurement of consultants is not encouraged as the initial agreement between GoT and DPs emphasize that the MKUKUTA/MKUZA review is nationally owned under GoT leadership and therefore should strive towards using national systems for procurement.
